The Department of Developmental Services (DDS) is seeking a qualified candidate for the Contract Specialist III position. The primary function of the Contract Specialist III is to develop and manage Acquired Brain Injury (ABI) contracts, forecasting, tracking expenditures and monitoring utilization for potential saving.

The responsibilities of the Contract Specialist III include, but are not limited to the following:

  • Review contract documents; provide advice and assistance in contract preparation; analyze contract proposals and related documents; monitor the execution of contracts; prepare documents and reports, confer with agency staff, vendors, and potential contractors to ensure compliance with all statutes, regulations, rules, and policies.

  • Provide Community Systems Director with recommendations regarding funding account choices based on type of service being purchased.

  • Coordinate re-contracting activities with assigned Area Office.

  • Maintain accurate spending plans with current information concerning expenditures and allocations.

  • Data input into various computer applications and programs such as MMARS, Access, Excel, Impact, Meditech, COMMBUYS, Integrated Contract Management System (ICMS), Virtual Gateway and Enterprise Invoice Management.

  • Run IMPACT/MMARS reports to determine possible revisions.

  • Develop area allocations for the new fiscal year which are to be the basis for all re-contracting; specify base funds, new funding, and transfers.

  • Communicate regularly with Contract Manager and Community Systems Director to review current status of contract allocations, Purchase of Services (POS) plan, and provider spending to ensure Community Systems Directors knowledge of accurate fiscal data.

  • Review and process amendments and Limited Use Service Agreements (LUSA's) for all assigned areas.

  • Review and process daily SDRs, PRCs and invoices timely & accurately in the Enterprise Invoice Management System (EIM), as well as keep a payment tracking report for analysis.

  • Supervise four Contract Specialist II's; providing guidance, training and mentorship.

This is a Full Time, 37.5 hour position.

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional or technical experience in business administration, management or public administration, the major duties of which included contract management or contract administration and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.


I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required (A) experience.*

II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for a maximum of two years of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
